Nursery management software in the UAE
Bambini is nursery management software in Arabic and English. It runs attendance, daily reports, messages and fees in AED, and issues tax invoices for VAT-registered branches. UAE nurseries fall under Federal Decree-Law 51 of 2022, and are overseen by KHDA in Dubai, ADEK in Abu Dhabi and SPEA in Sharjah.
Nurseries in the UAE: the basics
- Regulator
- Federally, Decree-Law 51 of 2022. Locally, KHDA in Dubai, ADEK in Abu Dhabi and the Sharjah Private Education Authority (SPEA).
- Size
- Dubai reported 312 early childhood centres with over 29,600 children (June 2025 data), and Abu Dhabi reported 233 nurseries (October 2025).
- Dubai permit
- Initial approval, then an academic plan reviewed by KHDA, a manager interview, the permit and a compliance visit. The published permit fee is AED 10,000.
- Ages
- In Abu Dhabi up to age 4, with newborns eligible since 2025-26. In Dubai from 45 days to age 6, as reported in 2022.
- Arabic in Dubai
- KHDA's policy covers birth to age 6; its first phase has applied since September 2025 to ages 4 to 6 only.
- VAT
- Under the Federal Tax Authority's guide (June 2026), tuition is zero-rated when both the nursery and its curriculum are recognised. Uniforms, food and extra paid activities are generally at 5%.
How Bambini fits nurseries in the UAE
- A branch with a TRN issues tax invoices and credit notes showing the rate and VAT on each line, whether zero or 5%.
- Each branch sets its own weekend, which suits a Saturday and Sunday week.
- Messages translate automatically between Arabic and English for teachers and parents.
- Learning observations linked to your framework, such as EYFS or Montessori.
What we do not do yet
- Bambini does not connect directly to KHDA, ADEK or SPEA systems.
- The tax treatment of each item is for you and your tax adviser to decide; the system applies what you set.

Is VAT charged on nursery fees in the UAE?
Under the Federal Tax Authority's guide, tuition is zero-rated when both conditions are met: a recognised nursery and a recognised curriculum. Without a recognised curriculum, tuition is treated as including 5% VAT. The guide is the Authority's interpretation, so check with your tax adviser.
Is Arabic mandatory in Dubai nurseries?
KHDA’s policy covers birth to age 6, but the first phase, in force since September 2025, covers ages 4 to 6 only. Later phases follow a two-year evaluation.
What is the difference between KHDA and ADEK?
KHDA is Dubai's Knowledge and Human Development Authority and ADEK is Abu Dhabi's Department of Education and Knowledge. Each runs licensing and inspection in its own emirate, while the federal decree-law applies nationwide.
